Green Cloudy Pool Water?

I painted my pool a year ago and now im having problems with it. The water is green and the paint is wearing off. I tried to get rid of algae and i keep the pH and chorine stabilized but its still green. Alkalinity is also well and I have tried everything but wont get clean. Its green and you cant even see the bottom of the pool. I had a sample tested at a warehouse pool supply place but they said it was fine. What can i do?
